Dr. Joanne Rutkowski, Professor Emeritus of Music Education, retired in 2015 from The Pennsylvania State University where she taught Music Education classes for undergraduate and graduate students, as well as children aged birth through 5 and their parents/care-givers, and served as Graduate Program Chair for Music Education. Prior to her appointment at Penn State, she was a general and choral music teacher, grades K-8, in Ohio and New York. Dr. Rutkowski has particular interests in singing development, early childhood music education, curriculum, and learning theory. Her research has focused on the nature of children's singing voices, including the development of the Singing Voice Development Measure, and techniques and materials for helping uncertain singers in a classroom setting. More recently she has explored issues related to informal instruction in early childhood, graduate education, and preparation of music teacher educators. She has shared her research at international, national, regional, and state conferences and symposia; presented many workshops for teachers; been an invited visiting professor at numerous universities; and published in a variety of journals and books. She held leadership and editorial positions with ISME, NAfME, ECMMA, and PMEA, and is the music advisor for the children’s television series, “Pinkalicious and Peterrific”, developed and produced by WGBH Boston. Joanne was the Early Childhood Music and Movement Association’s Hall of Honor inductee in 2018 and currently serves on the Editorial Board of the International Journal of Music in Early Childhood.
